e-Factura

Digiodent sends the invoice to SPV, the e-Factura system of ANAF (the Romanian tax authority), from the invoice’s Send window (see The invoice). It checks the invoice before sending it: an invoice missing data, for example Address, City or State in the patient’s file, does not go, and Digiodent shows what is missing.

Once sent, the invoice has the E-Factura Status field:

  • Sent: the invoice reached SPV and waits for ANAF to check it.
  • Validated: ANAF accepted the invoice.
  • Refused: ANAF refused the invoice; the reason is in the invoice’s history, under it.
  • Not indexed: SPV did not confirm receipt in time. Digiodent looks for the answer again, and after three days without one it marks the invoice Refused.

Digiodent fetches ANAF’s answers once a day. On the invoice, the E-Factura tab shows what was sent and what ANAF answered, and its Fetch status button asks for the answer at once. In the Invoices list of Invoicing, the Sent E-Factura, Refused E-Factura and Validated E-Factura filters find the invoices by state.

An invoice Sent or Validated is not sent again: the Send window no longer has the Send E-Factura to SPV option. A Refused one is sent again once you have corrected the patient’s data; a mistake on the invoice itself is corrected with a credit note.

For an address in București, e-Factura wants the sector instead of the city. In the patient’s file (see The patient), once you choose București (RO) in State, the City field becomes a list of sectors, from which you choose, for example, Sector 5. Without a sector the invoice does not go, and Digiodent shows a message about the city’s name. The same rule applies to the clinic’s address.

The link with SPV is set up once by whoever looks after Digiodent’s settings, in the settings of the Invoicing app, under Romanian E-Factura. The clinic’s roles, the clinic administrator included, have no access to these settings. It takes:

  • an SPV account and the clinic’s electronic signature, on its USB device plugged into the computer;
  • in SPV, under “Editare profil Oauth”, a new application with the “E-Factura” service and, in “Callback URL 1”, the address Digiodent shows; ANAF then gives a client ID and a client secret;
  • in Digiodent, Client ID and Client Secret filled in, then Generate Token, with the electronic signature plugged in;
  • Use Test Environment unticked: it starts ticked, and as long as it stays so, invoices only reach ANAF’s test environment;
  • the clinic’s full address, with the sector if it is in București, and its tax code.

After that, Digiodent renews its access to SPV by itself, every 30 days. The daily synchronisation also brings into Digiodent the invoices the clinic’s suppliers send it through SPV.
